My husband and I are the farm tenant on this 50 acre property in Vaughan. The neighbour tenant has no access to any of the land, by written order from our landlords, given several years ago. The land is unfenced. We grow crops, not animals.
Horse is not getting fed properly, since April 1, his arrival. Nor watered, nor exercised, nor feet trimmed. Mucking just didn't happen for the first four months. All photo documented. Horse was healthy and sound when sold. Sane, calm gentleman. NeighbourOwner had him from a BCS of 4 on April 1, to a 2-2.5 by July 1.
The OSPCA HAS been out, weekly, from April 3, 2010. They were here again today. Two trucks, even. But nothing really changes. As long as they watch, he'll get by, maybe. But NeighbourOwner (NO) has to be reminded to feed him/water him/muck him. NO does NOT HAVE to exercise him. That is law.
I've been told NOT to help the horse, repeatedly, by the OSPCA. I try to comply. I can only water (furtively, so I am not charged with trespass). I do not feed him. I was chastised by the OSPCA for watering him, during the heat wave at the end of July. NO left him without water for three days, during that heat wave. I watered him. And was chastised for it. I do understand why I shoulodn't... I just couldn't do it.
Why don't I tell NO? YOU tell NO. Go ahead. I cannot have any more contact with this person ever again. NO wants to fight. You do it. I have to work, I have this other life I'm trying to live. My mistake rate at work has skyrocketed.
I'll gladly let y'all spend the rest of your lives talking to NO. I tried, I have tried. NO's dogs, both prematurely deceased, were subjected to the same "quality of care". I reported on the dogs, too.
NO truly believes to be a master horseperson. Farriers are not ever truly necessary, although NO did bring one in, once. Three weeks ago? For show. He'd already broken the heck out of his feet, going from soaking wet manure to dryer/hard concrete, with a skim of bedding, at the OSPCA's insistence. Now, he is suitable and adequate. OSPCA says so. Who am I to argue?
NO has an ORC License groom's card hanging from her rearview mirror inside her truck. NO is a member of the CTHS. Schickendanz was her reference when she bought the horse. No, I don't know which one.
NO has papers signed by her vet that he's IMPROVED since he's arrived here. There is photo proof he has not.
OSPCA has all of the pictures.
LAW just says horse's fine. Let us all question the rightness behind that law. Because, he has hay again today. It's cattle (barely) quality. Black on the outside, flattened round bale. Nice. But that's okay. It's the law. He had no water for almost 24 hours, no food for almost 48, but he does, now. It's a shameful waiting game, is what it is.
The laws that govern him, are the same governing ALL animals. NO animal ever has to have exercise. Ever. That's why puppy mills cannot be shut down. They are legal.
I think I'm witnessing the beginning of horsie mills, and I pray I am wrong.
And no, of course, I will not call the police. Are you kidding? This isn't something you interrupt the police force over. It's called a "domestic dispute".
And indeed, what would I say to the police? The horse is at a BCS of 3-3.5! Who cares?? And what can they do anyway? Nothing. Believe me, I'm old enough to know this.
We need an outcry, by the public, to change our Animal Confinement Laws. That is what is allowing him to be "stalled", 24/7/365.
You see, if he was going to slaughter, he wouldn't HAVE to have food/water/anything for 52 hours.
Our very own "preventing cruelty to your animals" laws are allowing him to be kept in that cage. Ad nauseum.
Someone asked "Why does NO do this?" Owner believes nothing harmful is happening to the horse. Since our laws agree, nothing else can be done. I try not to think about the why, it makes me crazy.
The New Round Bale, funny, I've always thought horses liked green hay, but again, what do I know? I think I smelled the darn thing last night, wind was blowing just the right way.
NO owns a mare, as well. NO is planning to breed them in the spring... (shudders). Long story behind the mare, but I don't want to confuse anybody.

You have the laziest OSPCA in the country. There is no way you can call that 'proper' food. They take animals away from people all the time for less than that. Oh yeah, she knows that if she fed him properly he'd kick the walls down, so keep his rations to a minimum...sick. And why does she have a job working with horses after keeping her own like that?! Bunch of weenies.
Holy Shit! I don't even think our cow Holly would eat that hay, let alone like it... She has been getting a lot of the scraps of what our horses get. You know, the nice, green, leafy stuff... Besides eating down the weeds- girl has got it good.
Oh and since the rain the other night blew in under the roof, she was also moved to a new stall which was much drier. Wouldn't want her standing around in the muck...
Which aslo meant I had to dump and move her water tub. Since it was empty it got a quick scrub with the brush before being filled again.
To think- the cow who won't let me touch her is being treated far better than the horse who probably longs for human contact. Sad.
Shame on the OSPCA for not doing more, but mostly shame on those who tie their hands and prevent them! Not to say our system in the US is any better- just different.

There are rules and then there are rules. If anyone gave a crap instead just collecting a paycheck, you can bet your sweet ass they would be all over her. As with her care of the horse, the OSPCA is doing it's bare minimum to address this issue.
Why don't they make daily checks then they would easily catch him wiht no water or food. In one week, this could all be addressed and over for this poor soul.
It just depends on how bad they want to do their jobs.
